Panel 1 – Critical Minerals Seminar – Instituto Diálogos

An Instituto Diálogos panel brought together experts to discuss the challenges of industrializing rare earths in Brazil, including investment, technological development, legal certainty and policies to add value to mineral production. Watch the full debate.

Brazil has the geological potential to expand its share of global rare earth chains, strategic minerals for manufacturing permanent magnets, electric motors and technologies essential to the energy transition. However, turning this availability of resources into industrial capacity requires overcoming challenges that go beyond mineral exploration.

This was the central theme of Panel 1, “Rare earths: from projects to magnets and electric motors,” held during the seminar “Critical Minerals: From the New Law to Industrial Transformation,” organized by Instituto Diálogos on October 8, 2026, in Brasília.

The debate brought together Julio Nery, Director of Mining Affairs and Sustainability at IBRAM; Frederico Bedran, of the Critical Minerals Association (AMC); and Jose Augusto Palma, of Aclara Resources, and was moderated by Rafaela Guedes, of the Brazilian Center for International Relations (CEBRI).

Topics included the need for legal certainty and regulatory predictability, access to financing, the development of rare earth processing and separation technologies, and the creation of conditions to increase the value added to Brazilian production.

The discussion also highlighted the importance of coordination among government, companies and research institutions to develop a competitive production chain capable of connecting mineral projects to the manufacture of higher-value industrial components.

Amid growing international demand for critical and strategic minerals, the advance of these chains represents an opportunity to strengthen Brazilian industry, stimulate innovation and expand the country’s share of the global market.
