How can Brazil turn its mineral potential into opportunities for industrial development and international integration? This was one of the central questions of the Opening Panel of the seminar “Critical Minerals: From the New Law to Industrial Transformation,” organized by Instituto Diálogos, which brought together Anderson Arruda, Acting National Secretary of Geology, Mining and Mineral Transformation at the Ministry of Mines and Energy (MME); Larissa Wachholz, Senior Fellow at the Brazilian Center for International Relations (CEBRI); and Caíque Souza, of Vallya.

Under the theme “Brazil’s new framework in international perspective,” the panel discussed the opportunities opened up by the National Policy on Critical and Strategic Minerals and the challenges of expanding Brazil’s share of global value chains.

The approval of the new legislation is an important step for Brazil’s mining sector, but its implementation requires progress on regulation, legal certainty and predictability for investment. These factors are key for the country to make the most of its geological potential and strengthen its position in the international market for critical minerals, which are essential for the energy transition, technological development and various industrial segments.

During the debate, the speakers addressed the importance of connecting Brazilian mineral policy to the transformations of the global economy, considering the growing demand for strategic raw materials, international competitiveness and the opportunities to add value to domestic production.

The Opening Panel thus offered a perspective on the paths for Brazil to move from the availability of mineral resources to a more strategic role in international production chains.
